Abstract(esp): | El riesgo en función del cálculo de posibles pérdidas “por culpa” de la ocurrencia de un fenómeno amenazante. Pese a que se han propuesto ideas en las que se intenta poner mayor énfasis a factores sociales, especialmente relacionados con la vulnerabilidad, este es el paradigma dominante de tiempo atrás cuando se habla del riesgo de desastres. Hay varios contrasentidos e interrogantes que es necesario considerar. Abstract(eng): | This research analyzes the implications of article 28 of Law 1523 of 2012, in the implementation of direction and composition of the Territorial Councils of the National System for Disaster Risk Management [SNGRD], and how it affects Governance; by excluding the community and the private sector in departments and municipalities from the formation of this coordination level, limiting them to a discretionary participation suggested by Governors and Mayors |
